..a middle aged woman who was camping in the backcountry without a permit, who burned some papers, let it burn out, put some water and dirt on it, waited 15 minutes in which no smoke was observed, then left.
Later a forest fire broke out in that area, and everything points to it being from her fire. Fire investigators she'd make a good effort to extinguish fire, that it was an accident.
Upon learning of the fire, she immediately turned herself in, totally cooperated with law enforcement, telling them everything she'd done.
Costs to fight forest fire exceed four million.
The woman has no money, had a job in a different state lined up but had to let it go to stick around for the court proceedings.
She has no criminal history.
She does a lot of volunteer work, volunteered in gulf coast twice helping with hurricane relief, lots of other volunteer work.

A large fine. Regardless of whether she thought the fire was out, it wasn't. I would not give her jail time. And if she has no money she should get a job in the state she is in now. I know accidents happen but they are usually caused by careless people.

I would have to give her the minimum sentence in jail she was camping without a permit and burned things.

Good for all of her volunteering, but she still broke the law and started a forrest fire.

I'd go with community service and a large fine. She did destroy a forest. Yes, it was an accident, but what will prevent others from saying, "Oh, it was an accident, I'm so sorry." when they deliberately set it?
