If its your birthday he should be planning something romantic or fun or a surprise. Why do you have to make the plans on YOUR birthday?

You should just ask him for what you would like. If it isn't way too expensive or dangerous or uncompfortable for him, he should just do it to please you. Cook or get food you like, please you in other ways, making a cake, etc.
