Yes, but I wouldn't reccommend feeding it to them long-term. Tropical fish food is designed to be close to the protein/vitamin/carb/etc. ratio that they would get in the wild. Goldfish food is a little different because they have different natural diets. In the short term, however, it won't hurt them.

NO. Tropical fish need tropical fish food. Goldfish are a form of Carp, and feed on different types of vegitation than tropical fish. I used to own a pet shop, and found quickly that is best to follow the label recommendations where fish are concerned.

It's recommended to give tropical fish their own food because the formula is different from goldfish food.

for a short period. I have had to feed mine goldfish food when there was no tropical in stock at the closest and smallest fish store. I only did it for a couple of days.

yes, but the protein requirements are different. If you do, you shouldn't have goldfish mixed with tropical fish. Otherwise, just buy some flakes specific for tropicals .

If you look at the ingredients of most of the flake and pellet foods commonly sold in pet stores, you'll see that they are all very similar, and no where close to a natural diet for any fish. In my opinion, most are complete crap. For the best nutrition, go with frozen, live, and fresh foods.
