I noticed that you have asked this under the "Homework Help" category.
Is this actually a homework question?

Something ridiculous is something that is worthy of scornful laughter, usually something foolish or pointless.

Something colourful is something having striking colour, something eventful or picturesque.

A van/lorry is a vehicle: something used to transport goods.

So you could say: "There's a pointless picturesque transporter of goods in the street..."

Using one word, you could say: "Eyesore." because that is what it sounds like.

But it would probably be better to use the phrase:

"The ice-cream van is here!"
