If someone is your boyfriend then in most cases you would already be kissing. In fact, unless you were very religious or very young I would be extremely surprised if you weren't kissing up a storm.
As a guy, my rule is that you need to kiss within the first three dates. Within the first two dates you wait until the moment is right. You know how it is...you're looking at him/her and you get the feeling that you want to kiss them and you're pretty sure that they have the same feeling.
Now, if the right moment hasn't come along in the first two dates then you just need to go for it on the third date even if the moment doesn't seem right.
If you want to encourage him to kiss you then try touching him a lot and looking into his eyes. Also if you are in a noisy place try getting close to his face so that he can hear you better. Once you're close to his face and looking into his eyes it is likely that his hormones will take over and he'll simply start kissing you.
If you want to be really blunt try saying something like "I bet you have soft lips...I wonder what they're like".

Since you say that you are worried about your friend, I'm assuming that you think they shouldn't be kissing. But, most people its kind of instataneous with the word boyfriend. Don't worry about your friend unless you catch her having sex with him within a month. (I'm assuming you're younger) She knows what feels right and what doesn't. When you get a boyfriend you'll understand, that with in a few days, kissing isn't a big deal.

Most people kiss before the Boyfriend/Girlfriend Title is in effect soooo umm if they have the title and they haven't kissed yet then they are doing great! Don't worry about it!
