Because they are a whacko country. Yes, lack of education is one. But they are evil too. Women are raped regularly, and they are lucky if they can reach their teens as a virgin. Men who have AIDS have the SICK SICK SICK belief that if they rape a baby they will be purified. How sick is that? Let's face it. Lack of education, lack of economic solutions, and even lack of good medical conditions puts them where they are. If the governments and local officials would stop pillaging the money given to them and start using it wisely, perhaps they wouldn't be in this situation at all.
