You might succeed in getting an $8 hour bench job in repair, but nothing in programming or network support without at least a GED.
Your best bet would be to team up with a community college in your area and investigate your funding towards a GED certificate. The funding for those programs is stronger than that of an associates degree... you could take classes in repair / programming while you're completing your GED that way.
Honestly, programming involves a lot of high school math and logic, so you will need those skills. It's most often the math portion of the GED that keeps people from getting it, so that will be a challenge. If it's something you want to do, however, you'll have to accept that as a challenge for you, and work to overcome it.
Wish you well -

Here in CA you do not need a high school diploma to go to a junior college or a technical school like De Vry. Look around.

Most communities have an adult school that offers classes on a wide variety of topics without requiring a certain education level. You should also check around for any local technical colleges.
