First of all, in most states, they have a Good Samaritan law that protects people, who, make a reasonable effort to help someone.

If you look at all the training classes in first aide, most tell you to look for medic alert necklace, bracelet or look in their wallet or purse for something that will tell you if they have a specific medical condition. The real question you should ask, did they go too far in " raising up your shirt" to look for a medic alert necklace?

You cannot administer medication per say, but if a person has a cardiac history, and they have NTG on their person, the person may assist them in taking the medication.

Check on the state you live in and their laws to be specific. Not knowing the condition you presented, leaves a lot of room for speculation and assuming which I don't like to do.
