On the tv show Home Improvement a part of Wilson's face is always blocked by the fence or something that he's holding. Why do they do that?

Tim Allen told the story on 'inside the actors studio' (i believe), where he said it was a take-off on him and a neighbor he once had. They would often shout things back and forth, only barely catching a glimpse of the neighbor each time. This was a comical exaggeration of that real-life situation.

Wiseman is most always a mystery. It's very funny how the show decided to hide Wilson in the shadows.

i've got faith until now they went to production, they initially needed Wilson to be projected in a hologram, with a hood and raspy voice. in the 1st proposed episode, they needed Wilson to offer Tim the schematics to make a double edged gentle saber. as quickly as he has achieved it (and precise for a transformation), he has now switched over to fulfill his destiny. he's taking all of us out, commencing with Al and the wide. yet then they theory that this theory have been performed until now and adjusted it to the fence.

It's just a gimmick to keep you watching. I think they did actually show his whole face in one or two episodes towards the end though.

It's just a gimmicky part of the show that makes it different.

because its used for a hilarity techniqe they use it so youll keep watching wondering if it will show his face
