Actually people can view your webcam without you even knowing. . . . they have a program at http://www.oatmealmedia.net that does exactly what you're talking about.

you checked the ' Allow everyone to view my Webcam'

in your Preferences on your YM!

You need to read the instructions of your webcam and check the settings on your computer. You must have allowed it - otherwise it is not possible.
