for a male... to do a kilt... get some plaid fabric... you'd need lots. lay it out flat and (have someone help) pleit it (the folds) by bringing about two-three inches (depends on how big you want the pleits) into a fold (like the school girl skirts) and keep going until all the fabric is folded... then (with help) lay down at the end of the fabric and hold on to the TOP of the material to keep the pleits as you roll along and hold it on your waist... then use a wide belt to keep it folded on you!! it's a brief tutorial and I'm sure you can find more indepth online, but that's the quick version. then just paint your face and off you go!
for a girl- a simple cotton/gauze dress, in a renissaince style works just fine.
