well you need at least the city approval and/or get in a private property and ask the owner if you can be there twisting ballons it kind of like having a carwash all those pertmits can be gotten in townhall or the owner of the property

Yes. In San Francisco you have to have a permit or you will be arrested. You also have to pay taxes on what you collect so keep good documents.

Stupid I know, but we're talking about a city that continues to build condos and houses that are too expensive for people to live in but won't do much of anything for the homeless population.
