Strictly speaking, NOTHING is for free! Wether you pay for the PC, the Internet Connection, etc, you're paying... but I assume you're talking about playing radio, without having to "subscribe" to a service... Two ways... for about $25-$30 you can buy a PCI FM Tuner card, that plugs into your motherboard, (in the PCI slot) and not only gets FM radio, but 125+ cable channels, right on your PC! Mine is made by Hauppauge, (www.hauppauge.com), it works wonderfully! Second, there are a few select radio stations out there, who block their advertisements so that they can broadcast on the net, (without going into the rather lengthy legal conflict between advertisers, the music industry, and internet providers).

Pick a radio station that you want to hear and check their website to see if they stream it for free. I listen to radio stations all across the country for free that way.
