We would have no way to do or know that. We cannot access those records. The government however, could. lol

You cannot without a subpena or a connection in Homeland security or the ISP. The IP is an SBC IP so it could be anywhere in the Houston or surrounding areas. Probably somebody on DSL. Could possibly be an actual SBC machine.

You can't get any more precise than a city without having the support of the ISP.
