I have to say Big Ten, every game is a rivalry and the worst team could knock off the best team, at any time. We would look better to the rest of the nation, but we beat up on each other every year. Like this year either Ohio State or that team up north are out after Nov. 18th, when it is likely they could be #1 and #2. We need a playoff senario in the NCAA, it would likely put two Big Ten teams in the Championship game.

To make an impartial judgment one must disclaim his or her affliation: I am an Ohio State Alumnus (2004) so of course I am biased toward BigTen as well as the Buckeyes. That been said, I personally believe this year that SEC is the best conference while BigTen comes in second.
Two or three years ago, I believe BigTen had 6 teams ended up on the Top 25 at the end of the season. Back then I thought BigTen was the best conference. ACC back then was also pretty strong.
This year however I believe BigTen has at most three great teams- Michigan, Iowa and OSU whereas PSU suffers from the departure of their QB Michael Robinson.
SEC on the other hand, like some people have pointed out, possesses a depth in their conference that, maybe their top two teams are not as good as BigTen's top two teams, but their 3~5 teams are definitely stronger than BigTen's 3~5 teams.
People tend to measure the strength of a conference by its marquee team--by its top team. Because SEC teams are more collectively averaged, resulting in the absence of a sole strong team, SEC receives less publicity that it deserves.
If a conference is judged by just its one marquee team, then of course we can say Pac10 is a great conference, or even the best conference in 2003~2004. Pac10 however was not the best conference. In fact, I personally think conferences like Big East and Pac 10 where their premier teams play a joke-like schedule and end up undefeated is quite unfair to conference like SEC, ACC and BigTen.
For example, look at West Virginia's schedule this year and compare it with the schedule of Michigan, Ohio State, Florida, or LSU...or even ND.

The Big Ten and the Sec are close but I'd put the Big Ten first because its top teams are more balanced on both sides of the ball. The Sec is all defense this year. And in a surprise I'd put the Big East 3rd. They have beat a team from every other bcs conference already this year. The ACC is definitely down and the Big 12 suffers because of the north division. Pac 10 is still a 1 team conference until Oregon or Cal Knock off USC.

The SEC currently has five teams ranked in the top 13, with another knocking on the door to top 25. That is 20 % of the top 25, how many other conferences can boast that.
As for defense, the SEC, overall has the quickest defense in the league, and the emphasis in SEC football is a strong defense.
It makes me giggle to watch a PAC-10 game and just watch the offenses walk each other up and down the field, then turn it to an SEC game and just watch each other take body shot after body shot and be amazed that more people don't end up in the hosiptal every saturday night.
It comes down to a philosophy of play. Out west, bigger is better, while back east, quick is king.

The Big 10 is rough. We always have been. Michigan and OSU are both undefeated and look nearly impossible to beat. They both are on a roll this season.PSU is doing okay, despite the horrid loss to Notre Dame, and they kept in the game against OSU actually until the last few minutes of the game. They have a young QB who had little play time beforehand, so its only expected.
You could make an argument for SEC, but Big 10 takes it in my opinion
