I am working on a small budget as well. Also what would be some good categories besides best and worst?

Thanks for all the suggestions...I decided to go with a pumkin bucket filled with a $2 lottery ticket, shot glass, mini bottles of liquor, and a $5 gift card for first place.
all other places we are giving them a hade made "loser" ribbon and lottery tickets ($1)

At many dollar stores they sell ribbons (like the usual first place ones) they cost about a dollar and are an easy way and thoughtful way of judging the contest (besides you don't have to worry if they don't like the prize everyone loves ribbons!)

Lottery tickets are a great idea but you could also get gift certificates to restaurants too. Thats what my friends to at their halloween party each year!

I would give out a gift certificate for a general interest store like a department store or something and with it a halloween themed basket or goodies or something - or you could save that for 2nd or 3rd place in the contest.

First prize would be 2 theatre tickets or a bottle of your best wine, it does not have to be expensive. it is the thought after all that counts.
