In the State of New York:
First, take the test for your permit. Reading the manual is good, but most of the questions are the same as for the regular driver's license, except a few specifically about how to handle a motorcycle - and they WILL fail you for them even if you get what would otherwise have been a passing grade, just like they did my friend.
Second, as stated at the bottom of page one of the NYS motorcycle manual, you may either take the road test, OR you may take an approved safety and manuvering class - in which case the road test requirement is waived and you are granted a license - there is probably paperwork involved, but they'll tell you about that in class.

Depending on the state you may need to take a motorcycle safety course. The courses are usually 2 days and held on weekends. You will get a discount on your motorcycle insurance by taking the course regardless. My husband just got his license in Delaware in July.

Take an MSF Motorcycle Safety course next. Upon successful completion of the course, they will give you a card to take to the DMV to obtain your motorcycle license. The course will teach you how to ride correctly and safely. Good luck.
