It's simple; Everone loves flattery,
Just tell the asker that his/her question is the best that you have seen for some time.
You don't even need to have a clue about the answer.
It's all psychology, Just try it.

I disagree with you some may be buttered up by a bit of flattery some not. Looking at it psychologically in a proper way it is different and will also depend on type of question you have answered and what the questionnaire is looking for in that answer.
Do they want an honest open answer,? Do they just want a bit of fun? Do they want it for research in a project? Do they just wants to pick an answer as they have had so much response that they are fed up of the mail coming through and pick the first available? Do some pick the ones only that have been voted on?
I digress the answer to your question is no I do not know how to win the best answer and to be honest it is not why i answer and join in.

if the questions asker does not want the opinion or correct answer and just wants to feel important or clever then your point is valid, but i like to think most people are looking for answers so will not pick the best answer based on egocentric reasons. It could work, but only for those questions that are asked by people trying to prove how great they are or trying to justify their own existences.

So long as the question isn't too important.
I saw a so called "best answer" recently that was very dangerous. No one had appreciated that the questioner had a problem with constipation in very young baby, The answers were not at all appropriate to the age of the child ( weeks) in a non European environment.

You are wrong. people do read the answers. they check the most sicere and properly answered questions, and you do have to know the answers to the questions. Try the easy questions on the ones you know a lot about, you get 10 points. And I do, because I like answering questions based on my own knowledge and experiences. silly answers will get dumped.

So dont pick mine as the best answer because I don't believe in flattery. Flattery gets you no- where with me. sorry...sincerity is more important to me.

Your question is really intersting (I'm being sincere), the best Ive seen ina long time, really made me think...I just either try to be as funny as posible or give as much knowledge as posible,or both

Its not worth the pointless points to flatter some people. Besides it would spoil the experience and usefulness (to the extent that YA is of any use)
