I don't believe it is illegal (of course, could depend on your state) but it would be a good idea to have them sign something notifying them that you are monitoring there usage.
Since they are employees and the business owns the equipment and access to the internet, I don't think there is anything they could do about it.

Why not let your employee know the rules of the company.
In the Beginning God created heavens and earth.
God gives you air to breathe and sunshine to enjoy.
God gives you water to drink and food to eat.
God gives you a wonderful body and sound mind, to live.
God loves you, and you are precious to Him.
Son of God died on the Cross to save us from condemnation.
Jesus’ love is boundless and everlasting.
We have the hope of Heaven through Jesus.
Life therefore has fantastic and glorious future!

If it is computers at the business, then it is not illegal to have surveillance. The computers are the property of the business, so you can do what you want with them.

I don't know, but I wouldn't let my employees catch me on the street after that. You might get hurt.
