That depends on the situation.
My wife is in a situation where a lady she works with talks almost constantly about nothing. Stuff like reading out her shopping list etc. She is having a similar dilema.
My advice to her was to say that she was very busy and needed quiet to concentrate on her work. If that failed to work after a couple of attempts just to be blunt and say 'Please stop talking to me i'm busy'. If that still fails speak to her boss. If it's a work situation you have to be carefull.
If it's not a work situation do the same burt instead of the final step just say, 'look can you please shut up'.

Pretending that you r not hearing won't help. It just builds up the anger inside you. Just tell them politely why you want a quiet time and how that person is not letting that happen. If that person persists on not shutting their mouth up then only go up to their face. Don't forget to take a stapler with you and staple their mouth!! it's that easy!!

If this happens at work; I have told the person "I have work to do - can we chat later?" Most of the time 'later' would never come or I would make sure I was extremely busy when they appeared. If this happens at home - just politely tell the person you need some quiet time and walk away.

Depends on the circumstance but for me truth works best. If you say one thing but your body says another you will come across as incongruent - fake. Be honest. Say what you need - and why. If they take offence that is their problem not yours.

you should say i really love to talk to you and hear your conversations but you are a little exsessive can you just keep it down a bit im not in the mood iv had a bad day and dont really like to talk. that may do the trick.

the person talking might actually be talking a lot of sense, why not join in the conversation and stop being such a boring bast**d!!! you never know you might actually start to enjoy the riveting conversation!
