Lots of people in NYC get to work early to beat the crowds. When I lived in NYC, it was not unusual for most of an office's staff to be there by 7:30AM. 8:30AM was the typical starting time but most people would be into work by then.

You have to remember that many of the offices in the WTC were occupied by large brokerage firms. It was not uncommon to for many to be open at 5:00am.
I worked across the street and took the train into the trade center at 5:30 each morning. By that time the lower level of the towers were full of people.

Depended on the employer. My daddy worked for the port authority of NY & NJ, which was the landlord of the buildings and also had its own offices there. Daddy would often get there way before 8AM.
