@? ...could mean 'ampersand' as well but I think you're talking about 'anarchy' and it is a long serving punk symbol but it didn't start with punk music either.
And no, it doesn't mean the devil. It just means less or no political structure. Anarchism as a political movement doesn't really mean complete chaos and destruction either - that would be nihilism - its just a fun excuse to party to excess.
The basic message is less government means more freedom but what some people who like the idea of no-rules don't understand is that freedom can never be absolute. However I think that we would be all better served by a whole lot less government and a whole lot more honesty.
