It's Menomena. I don't know the correct spelling but I tried an online search and turned up some music trio. I used to have a Sesame Street record- a 45- that had that song on it but my mom gave it away years ago. :(
The muppets did it once on one of their shows too.

I don't know the name, but it was the theme music on The Red Skelton Show, back in the '60s. It was later also used on The Muppet Show.
