Think of it as a river, you have a nice calm piece of water, seemingly shallow enough that you can walk through. The proverb cautions you that inspite of the placid appearance of that river, it can still be very deep.
There was a great song by Emmylou Harris called "Beneath Still Waters". The line that sums it up best is "the surface won't tell you what the deep water knows"
