Where does it feel nicer? Philadelphia has lower temps but much higher humidity all summer, and Phoenix has High temps/low humidity.

I never felt that hot dry desert heat in my life cause I live on the east coast, where some days the temp only goes down to like 80F with moderate to high humidity. and sometimes the fuses go out and you gotta sleep in that. Ew.

I visited Phoenix one July. Daytime temps were 104. When I stepped outside, I felt the strong heat but didn't have rivers of sweat running down my body like in Florida. It was a strange sensation. Philadelphia is probably more comfortable because nights cool down and give you some relief, however, there may not be as much a/c in Philly.

Im from NY and now live in Southern California.

I would much rather be in Phoenix in the summer than Phili.

Dry heat feels good. In Phili, the minute you walk outside in the summer, you are dripping with sweat.

Plus, its cool at night in Phoenix because thats just the nature of desert areas. Wheras in Phili, its hot & humid all day & night long.

Phoenix is tooo hot in the summer, Dry heat or not.... 115 Deg F is still HOT !!

If its hot in Philly, its just a short bus or train ride the the beach or the mountains.

Phoenix is HOT in the summer. Very, very HOT. Visit Phoenix in the fall or winter.

you also need to consider which city has more to offer! I personally think Phoenix is a better city... great lifestyle, food, nice and clean city.
