South America (like Argentina and Venezuela) is known for rampant boob jobs, even moreso than the U.S. As to naturally big breasts, my guess would Middle Eastern and Indian women...b/c in comparison to European and Asian women (if you haven't noticed already, many have boy-ish figures), they're especially curvey, and are not as bottom heavy as women of African descent.
