Madeira - Portuguese island in Atlantic ocean, just north of Canaries. Crime rate is 0%, climate is very moderate, never too hot , never too cold (it's between 16 and 25 Celsius all year round), fantastic scenery (great for walks), and average tourist is above 40 and well off (think no screaming children and party punters). You have also all the facilities (banking, post, internet, shopping, daily connection to mainland Europe etc) and it's not too expencive to buy property either. Permanent residency requirement would depend on where are you from - if you are from another EU country, just register yourself at immigration office within 3 month (take someone Portuguese with you, they don't speak English there funnily enough).

with europe becoming larger and new countries joining the EU every year, soon you will be able to retire anywhere you like. but take into account, language, climate and distance from home, in case you want to return.in the EU you can stay as long as you like. good luck

Portugal - cheap, friendly, good food & wine, good weather. Ask the consulate for the legal stuff.
