how do i transfer music i have downloaded to my windows playlist?

i want to make a video using windows and i want to add a certain song i have downloaded but dont know how to do it.

make windows your default player and any music you download should be in your downloaded files

when ever you insert a CD it will automatically pick it up or you can go to your library then add to library and it will search for any songs you have on your computer.
