when inserting a picture in excel, we use Format, Insert, Picture from file.....then when we right click to format that pic, we cannot click Rotate button, it is always in-active, why??

dear friend
when you insert a picture. right click on picture then in size tab in size and rotate part in rotate section click and type a degree and ok it will rotate.

That was on older versions of Excel.
In ExcelXP and above, you can do this easily

Now If you got Office XP and above make sure you:
1- Have the "Drawing" toolbar appears
2- Select the picture
3- Go to "Draw" menu in "Drawing" toolbar
4- then, "Rotate and flip" > "Free rotate"
5- drag the green circle of that picture

There are sometimes that this will not work also
You may inserted a type of picture file that this "Rotation" does not support

i dont right click on the image i just use the drawing toolbar and that seems to work fine for me..sorry :(
