It would be a lot easier to buy a router, but if you want to do it the way you are stating you need to do the following:
Set up a proxy server on the PC
Set up a network connection through BlueTooth
Set the laptop to use the proxy server to connect to the Internet

these directions are assumming you already have the two computers communicating via the blue tooth
all you have to do is on the desktop
right click on network places-choose properties-right click your local area connection-click the advanced tab-put a check in the box that says allow other networks users to connect through this computers internet connection.
after that is set try to get online with the laptop-if it doesnt work do this-
on the laptop open your browser- click tools up top-click internet options-click the connections tab-click lan settings check the box that says auto detect settings
that should do it. good luck

win xp has simplified everything, just go to network connections and click on set up a home or small office connection. you also have the option here to choose connection via wireless. you don't need router for connecting 2 computers.
