Before the local election my councillor promised to look into a concern I had so I voted for him. I asked him today about my concern and he said he had looked into it but he can't help and put the phone down. That's fair enough, I reckon.

you think thats fair enough?! its so not - he should be explaining to you where you can go from here. even if he can't personally help he should be giving you information about other avenues you can try. i would complain and tell him that it was the reason you voted for him.
also if you think its fair enough then why are you posting it here - theres obviously a part of you that doesn't think its fair enough!

I guess depends on what it was. I mean if you're asking for something simple and he couldn't follow through I'd be disappointed and angry. However if you are looking for something out of this world then I'd suspect he was right. Politicians suck. They are wanna-be heroes that don't cut it.

If he can't help, he can't help. If you feel strongly about it, ask another member of government for assistance. Sometimes they simply can't help... they are NOT Gods, despite what they may think about themselves.

No it is not. You need to ask him why he can't help and why he was rude. I do hope your concern was legal and ethical.
