Business casual is a little vague but in most business casual environments I have been in, these rules apply...
1. No jeans
2. No flip flops
3. No t shirts
4. No sneakers
5, no ripped clothing
6. No tank tops
7. No shorts
8. No short skirts (more than 2 inches above the knee)
For your dress, just wear a cover-up like a shrug over it if it has straps and some nice heels. You should be alright. The worst that could happen is they turn you away, then your plan B is have some alternative ready in the car! :-p

I'm sure the cocktail dress will be fine. Remember this more than anything else: It is ALWAYS better to be dressed better than everyone else there rather than be the most poorly dressed in attendance.
If you're worried about it, try a summer dress equivalent in fall colors. And remember, it's his birthday so don't worry so much about how you look.

Generally speaking it is better to be overdressed than underdressed. A dress code establishes a minimum level of acceptable attire, but there is nothing wrong with dressing up above and beyond. I suggest you and your boyfriend kick it up a notch and dress up for a night out; make it extra special.

Skirts, an inch above or below the knees, any style are pretty basic, also slacks work with any blouse with no print. As far as for your feet, flip flops are no no. Open toe sandals general are not suggested, but if they have a closed back, that can work.
