I would contact your local labor board or whatever government agency regulates labor and employment practices in your state. It sounds to me like your boss is having problems meeting payroll.
As a manager, there have been times when I was overwhelmed with work and the payroll was done late. But: I always told my employees what was going on, apologized to them profusely and the payroll was never delayed more than a day. If it was too late for our payroll service to prepare it, I did the check manually. If I received incomplete time cards from and employee, or there was some other issue, I resolved it with the employee so it didn't interfere with him/her getting paid.
Also, discretely find out if any of our co-workers are having this issue. Be sure to document your conversations and each incident of your not getting paid. Be sure to keep copies of your time cards, etc. I would also back up my conversations with him in writing so there's no misunderstanding about how he responded to you, or what action he was going / not going to take to correct the situation.
In the meantime, you should look for another job. If he being belligerent toward you and not meeting his responsibility to pay you, there's probably big problems on the horizon.

Then you need to tell your boss that you have reported him and that you will not work again until you recieve your paycheck. Once you have done that, be prepared for a threat from him. If he does threaten you, contact your attorney. If he fires you, then you have a case and you can sue his *** off. (Pardon the language) This happened to me once and I didn't act in time. So I got screwed on both sides of the fence. But trust me. You have rights and those rights protect you as a US Citizen. The Labor Board and an attorney will tell you the exact same thing.
