Get a copy of the United States Constitution (It's on line, do a yahoo search) & read Article III. The Court has the original jurisdiction as specified in SEc 2 of Art III, and appellate jurisdiction set by Congress. Congress has given it Appellate jurisdiction over all Federal Courts; and on appeals from the highest court of each state in cases involving the Constitution, Federal law and treaties. The Supreme Court is supposed to follow the Constitution, laws and treaties of the United States. But sometimes we wonder.
As to its internal rules of procedure, it sets its own internal rules and publishes them under the name: "Federal Rules of Appellate Procedure." These are also on line. Do a Yahoo search. Congress also creates some rules of procedure, and these are codified in various sections of Title 28 of the United States Code. This is also on line.

The Constitution of the United States of America. The problem lies that in the past few years, the Libs on the court made up their own rules as they went along. It will be straighted out now.

Supreme Court Justices are supposed to judge cases which come befor them based on the US Constitution. No case should come to them unless it involves a possible infringement on the rights established there. The nine judges review the cases to see if they have merit to be judged, if so, they hear from the parties concerned, and then by a majority decision render their decision and show how it applies to Constitutionality.

They follow the same laws as the rest of America follows.
As to the cases that they hear, they determine whether or not certain issues are in conflict with the US Constitution, and therefore are "constitutional" or "unconstitutional."
