for some STUPID reason, someone gave the first answer a thumbs down, even though she was completely correct.
first, you need to play the movie on your computer. you can't take a picture with a digital camera, and get a good quality photo.
while you are playing the movie, at the place where you want to capture the image, that is when you push print screen. where is the print screen button? above the arrow keys, there's a cluster of six buttons. on top of that, to the left, is the print screen button.
you then open an application such as MS Paint, and paste (Ctrl+V)
you then save as an image

The Video acceleration on your computer may cause problems with the "Just hit Print screen and paste into paint", it can cause either a black screen, or one that will continue to stream the movie, without your picture.
To fix this,
You'll need to right click on your desktop,
Go to Properties at the bottom of the list.
Click on settings tab, on the far right.
Go to advanced in the lower right.
Go to Troubleshoot
and turn your hardware acceleration all the way down to none. Click okay and get out of there.
Then when you open your media player, like Windows Media and such, you'll be able to hit Print Screen, and it will capture that one frame, save and use as your wallpaper!

print scrren works, or CyberPower DVD player also has a print scrren button that usually takes DVD images at 1200-800 or something like that, saved as jpeg format in your documents folder
