Dont use Scratch-X, it is a filler and not much of a polish, over time you will have to do it again.
If the scratches are not deep, start out with these
-Porter Cable 7424 polish
-Orange Cutting Pads
-While Polishing Pads
-Poorboys SSR2.5 scratch/swirl remover (or something similar
-Poorboys SSR1 scratch swirl remover (or something similar)
-Klasse All In One Polish
-Paint sealant i.e Poorboys EX
-Good wax i.e PJ21s, Poorboys Natty's, etc
-Good quality microfiber towels
Wash the car, remove the bugs and tar completely, clay the car top to bottom, wipe the vehicle down with a 50/50 mix of rubbing alcohol/water- Start polishing, Working the polish in side to side slowing until it breaks down, Start off with the orange pad and the 2.5, then use the white pad and the SSR1, then of course use the Klasse, Sealant, then wax

It would be best to take it to a detailer and have it buffed out.It takes allot of money to buy the right tools and chemicals. And running a buffer is not the easiest thing to do you can cause allot more damage like burning the paint, burning through the paint, ripping a mirror off, an antenna

wet sand the car with a 2000 grit 3m sand or really smooth or fine sandpaper and use a buff solution on the car

you dont you can take rubbing compound and it will help some. but be careful it can make a mess also.
