It depends on what you want to do (and note I am assuming the obvious like getting someone to turn off the sound is not an option). If it is to keep street sound out, closing double pane windows works pretty well. If it is to keep sound in, other than the same thing, any retrofitting is expensive, difficult and likely ineffective (at least for bass frequencies).

If you personally want to be isolated from a sound you could try sound deadening headphones ... particulalry with electronic masking ... or simply earplugs ... which would be cheap and relatively effective.

Good wall insulation batts. I recently insulated a new family room with JM Comfort Therm. It substantially reduces noise .. doing a room 20x20 for about $400 R13 in the walls and R19 in the ceiling. Good windows and doors also help.

Simply put, and ultra cheap.... Carpet. If it is layered, 2 or even 3 layers thick, its about as effective as the more expensive sound proofing crap you find in recording studios, and at about on fifth the cost. No need to make it look beautiful, just visit any carpet store and they will show you plenty of remnants they will sell you for penny's a foot. All you gotta do is mount it to the walls with plenty of drywall screws.

If it's just a smaller sized room like a garage you need to do band practice in, then full rolls of toilet paper will do the trick. (you will need lots, 100's maybe even a 1000 .)

Polestyrene, you can buy rolls of it to apply like wallpaper then put lining paper over and paint, no one will know it's there
