No your Dad isn't racist, he's being complementary about the Chinese.
I assume you don't mean to be racist by calling your Dad a "Limey" (which historically speaking was also complementary as it expressed admiration for the way the British came up with prevention for scurvy and rickets in the Navy, by eating Limes)

That's a compliment! Now if he says "damn clever these zipperheads, slanty eyes, little yellow devils, gooks, etc....THAT would be racist. And if YOU called your Dad a mackeral snapper instead of a Limey......

Id say not, as he is making a comment about a specific country and its population, whether it be complimentary or not. As its observational I guess its probably not racist in conetext either unless he means it as a prejorative term.
too many people are to quick to scream racism, when they talk of country or religion
for example you cant be racisit talking about isalm - its a religion that crosses races and borders. you may be guilty of religous intolerance but not racism.

Consider yourself caucasian(which you probably are), what do you think when other says "Damn rich, these whites"? I think I would take that as a compliment, but also, the person who said it segregates himself from other people. We all live together, isn't there a saying"America is a melting pot"?

You Dad is a Racialist. Racialism is a perfect synonym of "scientific racism" [Pierre-André Taguieff] - the term may be used to emphasise perceived social and cultural differences among "races" - such as the percieved higher level of intellegence of the Chinese.
Also, it is debatable wether or not 'limey' is a racist slur.
