After the dash is in 32nds. So it would be priced at 100 11/32 or 100.34375

This means it is trading above par value, at a premium.

Bond prices are expressed as a percent of the face value. Treasury bonds are usually expressed in 32nd os a percent (sometimes in 64ths). So, 100-11 means that the price is 100 and 11/32 percent of the face value -- or 100.34375%

If you ever see a price like 100-11+ -- the "+" means to add 1/64 to the 100-11.
