I'm not too sure of how you are meaning the question you ask but based on how I understand it, here goes....
Your skin colour is certainly nothing to do with how long a substance stays adhered to the skin, the skin itself is however the factor. As I am sure you are aware, makeup is effectively like paint on a wall, if the surface is not prepared properly, eg not only cleansed but also dry and oil free then the paint won't stick... However, unlike a wall, your face is continually falling off, (skin cells dropping off), and obviously the 'paint' will come with them.... Also you may find that something else is causing it such as ceratin diets can cause an increase in certain oils etc to be secreted from your pores in larger than normal quantities, again causing the 'paint' to 'break down' quicker than normal...
Lastly, remember what your mother said.... It's whats on the inside that counts most!

No, it has nothing to do with the colour of your skin. However, you may have slightly oily skin which does not hold certain makeup products well. The two things that will help is applying a makeup primer before any makeup. Two great ones are Tarte Clean Slate and Smashbox Primer. After applying all of your makeup you need to apply a makeup sealant. There is a new product which is amazing. It's called Model in a Bottle and they have the original version which is perfumed, and a sensitive version with no fragrance. It's available on their website.

Try Estee Lauder's Double Wear makeup- It lasts for up to 15 hours and is made for all skintypes except the oiliest. Make sure you take it off with a cleanser made for longwearing makeup or it won't come off properly(yes, it stays on that long!) I'm not sure what you mean by"24/7" but I hope you don't try to wear makeup all day, all night. Not good for your skin! Makeup picks up impurities in the air and when you sleep in it, your skin absorbs the makeup- and whatever is sticking to it! Wash your face well at night and then, if you just can't stand to look natural, apply fresh makeup. Realize it will come off on your pillowcase. Also realize you must wash your face in the morning and start fresh. No kidding.

out a foundation primer on first. Try Sephora Skin smoothing base Make up. To make eyeshadow stay on use concealor or mac paints to make it stay on. For concealer Skin Allison Raffaelle True Concealor. For foundation try Clinique superbalanced Compact make up SPF 20. YOu can also use powder to set it Try Clinque powder. The foundation willl make blush stay on or use cream blush. then powder blush on top. For lipcolor use a liner all over your lips that matches the color of you lips or your lipcolor. Get a long lasting eyeliner like MAc Eye Kohl. and a good mascara with a primer like MAC. or just get Maybelline Great lash.

I know this sounds dumb, but do you touch your face alot. I used to complain the my makeup would come off alot and then I realized that i always put my face in my hand when i'm sitting a table. This may not pertain to you, but I just made sure never to touch my face and my makeup started staying on longer!

You need a good skincare routine with the right skincare for your skin. Its your skin that is eating your makeup because it craves the moisture for its thirst. Skin sees makeup as a drink so if you dont give your skin a regular supply of moisture it will take it where it can get it. Good skin care means lasting makeup i asure you.

Hi
the secret is a good base - if you use moisturiser leave at least 15 mins before applying foundation and use a translucent powder to set it
