do you have to have any special qualifacations?

First step would probably be finding a newspaper that is hiring a movie reviewer. They probably want someone who has a degree in Film or Film history or something relevant. I have no idea really, but thats what I would guess. I doubt anyone survives solely as a movie reviewer for a newspaper. Probably go to a universtiy or call them, at the journalism department, and ask how it works.

Write some reviews and send them in. You can't expect to get paid until you have developed a style that works for both you and the editor. You should (as has already been suggested) pay a lot more attention to your writing.
