Yes. Lots of property in the U.S. is owned by foreign nationals.

Anyone in the world can buy property in the US. It does not grant automatic citizenship, however. You still must apply for immigration.

Yes, there are no restrictions based on citizenship. It does not afford you the right to live here though.
