just change the ringtone to silent for those you don't want to talk to.

the obvious solution is to change your number
it is a federal offense to harass people with unwanted calls. change your message to state that and report the PERSON to the cops and to the phone company (both landline and cellcarrier)
save these number in your cell as "DONT ANSR" so when they call you know to ignore it ... i never answer any call that doesn't show a number or that i dont know... if its important, they will leave a message. ... you can call your carrier to see if they can block the number however, the person will just call from a different phone.

hey girl, you can't block a cell phone-i believe you can only block a landline. call customer service by dialing 611 from your phone-it is free of charge and someone can assist you. if you can't do so, plead with the agent that someone is harrassing you and that you would like to change your number. if you get someone nice, they will do it for free.

Look at the menu options on your phone. One of them should be "network services". There is a selection under that called "Call Barring". I think that's it, although on my phone its' grayed out, so I don't have the ability to use it. Maybe you do. Maybe you have to pay extra for that service. Call Cingular and ask about it.
