Try talking to him about what he thinks you should be getting from the sex part of your relationship. If he's not particularly inspired or doesn't want to talk about it, make some suggestions like toys, role play/dressing up, bondage and discipline, 3somes etc. etc.
If he doesn't want to do anything like that, you have to decide if he's worth keeping for other things - does he paint/decorate or do DIY for example - and if you can honestly answer "No", then it's time to trade him in for a new model!

Try role playing...Very fun..Been married for 12 1/2 years and still very excited to go to the bedroom and other places in the house (lol). We try all kinds of things..find and adult novelty shop and tell him to pick anything he wants that he might want the two of you to try and watch his eyes lighten up.

The Diagnostic Statistical Manual of Mental Disorders (DSM IV) defines premature ejaculation as a persistent or recurrent ejaculation with minimal sexual stimulation before, on or shortly after penetration and before a person wishes.
