There's one in a Park just across from Turnpike Lane station (Piccadilly line).
There are always lots of people playing there. You can join a group, or practice hoops on you're own.
It's open (well it has a fence around, so balls don't hop into the road) and it's free.

Yes, most parks have one if you are looking for a free one. If you want an indoor one you will have to pay. Hope this helps.
