There's one in a Park just across from Turnpike Lane station (Piccadilly line).
There are always lots of people playing there. You can join a group, or practice hoops on you're own.
It's open (well it has a fence around, so balls don't hop into the road) and it's free.

Yes, most parks have one if you are looking for a free one. If you want an indoor one you will have to pay. Hope this helps.

yes... there is one in north london near turnpike lane tube station... it is pretty ratty but hey, its free
