It won't decompose if its frozen. Or is composting a seasonal thing?

compost will break down any time of the year provided you put the work into it . if you've got yourself a good compost bin for your part of the world ; it should have an area for air to flow through , and needs a bucket of water every so often with you turning it over once a week . it's a bit of work but it is well worth it ,the site shouldn't freeze over to badly (you'd be surprised how much heat can build up in a compost bin ) good luck .

"To compost in the winter, you can build a special insulated compost can. The can should be located in the same general area as a typical compost pile--in full sun, away from trees whose roots can find their way into the nutrient-rich mix, near a source of water and convenient to the kitchen." Depends on what you are composting. Horse manure stays hot in the winter.

If you bury it, it will not freeze. The Ground underneath does not freeze. That is why if you have a pool, it will not freeze that much because of the ground temperature.
