Yes you CAN:
1. buy restaurant gift certicates at half the price
2. redeem them at the restaurant like cash.
However, also keep in mind:
1. they have a limited selection of restaurants. a lot of the big chains (ie Olive Garden, Cheesecake Factory, and stuff like that) have chosen not to put their restaurants onto this website.
2. often times you need to make a minimum purchase at that restaurant in order to use the certificate. It's usually around $30.
I have nothing against restaurant.com. I only recently heard of it when someone gave me an Entertainment Coupon book as a gift and it included a $25 restaurant.com voucher. When I went on to restaurant.com to redeem it, I was really disappointed with the restaurants I had to choose from.

I love restaurant.com and have saved hundreds of dollars.
The certificates I've purchased have all worked the same:
1. Buy a certificate for at least 1/2 off the value.
2. Use the certificate at the restaurant like cash.
There are usually a few rules like you can't buy alcohol, can't do takeout, etc. but the restrictions are minor.
I recently lost one of the certificates. I contacted restaurants.com and they reissued the certificate at no charge.
I have no relation with restaurant.com other than being a satisfied customer.

I'm still wondering how it works. Where do you get the certificate? How do you know where to go?
