I think when they play as the german squad, as a team, there's no one better than the other. All of them play and do their job well. They all have different abilities but if we take your "best" as for scoring, I'd say Podolski too because whatever happens, he's going to kick straight into the net and isn't going to loose the chance to do it.
I think Ballack and Klose play well too but depend on others giving them the ball.

If you are talking about the best German international, it would be Ballack or Lahm. If you are talking about the best player in the Bundesliga, then it's Lahm or Owen Hargreaves.
