The other answer is right in that it is not single pole, but wrong in that this is not 3 phase. A 14-20R is a 4 wire 250/125V grounded receptacle. It can be used on either a 208/120 or 240/120 circuit. Either way it is fed by 3 wire with ground cable (like 12-3 w/ground for a 20A circuit) and a 2 pole circuit breaker.
You don't sound qualified to do this work, and I have to wonder what it is for. A 14-20R is not common (I can't think of what equipment you would have that needs it). I think you should get an electrician.

http://www.quail.com/nema.cfm your 14-20R outlet can be used for 110volts. It can also be used for 220! If your using it for 110 volts the green or bare wire goes to the ground lug(G)...and the white to the white lug(W), then pick either of the 2 remaining lugs as you desire(for 110 volts only) and use same coloer wire (usually black or a red) wired to the feed from the breaker, while the white and green both go to their own terminals in the panel.
you need a 12-3 cable.(12-2 and ground).. However if wiring a 220 volt...the green and white remain the same , and either Hot feed wire (red or black) can go to either of the 2 remaining terminals on the outlet, it doesnt matter which. Then you would need a double pole breaker and tie the red and black to the breaker..and white and green as mentioned above. You would need a 12-4 cable(or 12-3 and ground)

The power load is single phase hot, neutral and ground The plug must plug into the standard receptacle 20A 3 wire grounded receptacle The Circuit breaker is actually 2 P the voltage is phase to phase. It will take up 2 spaces in your panelbox. Take all this info down to Home Depot

As I said in answering your other question, you need a 2 pole breaker. If you are getting an electrician, why would you buy the circuit breaker? The electrician should provide that and will know what to get. I would need to know what kind of panel you have to specify exactly which breaker to get. You need a 2 pole 20A breaker. For example, a QO220 is a square D breaker for QO panels. Now, your spec says 208V. Is this in your house, which will be 240V? If so, this might not work anyway. 208V comes from a 3-phase service (it is still a single phase circuit).

14-2 IS 2 CONDUCTORS & GROUND.... IF YOU HAVE 3 & A GROUND, YOU HAVE 3 PHASE ( PROBABLY, 2 - 110'S, 1- 208, & GROUND ).... THIS WILL NOT WORK WITH A SINGLE POLE BREAKER. NEED MORE INFO!
