This depends on what you want to do.
A typical High End system (desktop) will have 4GB of RAM, a DVD Burner w/double layer write capability and 250GB of Hard drive. The CPU chip will be a newer Intel® CoreTM 2 Duo processors. There will be many USB slots. The graphics card will be a replaceable AGP 4X/8X card, such as a 512MB nVidia GeForce 7900 GTX. There would be a 450GB External USB drive for fast backup.
A modest computer will have 512MB of RAM, a DVD burner w/double layer write capability, 100GB hard drive and Pentium 4 3GHz
For lower prices, the system might sport an AMD processor. The lower priced HIGH END system would have the AMD Athalon 64

Hi...
Don worry much about ROM. Some default ROM will be given which shud suit well to many people...
coming to RAm and Hard Disk youi shud be very careful when you are seecting that...
both RAM and HDD are dependent....if you want to increase the memory you shud also consider revising the RAm because they are dependent when coming to performance.....
RAM also is dependent on the OS you are going to install and also the type of applications that you are going to use. For running very heavy applications like .net, graphics softwares i advise you to have high capacity ram. ie 512 MB or greater.
it is also very important to conider the number of applications that you are going to run simultaneously.....
finally the configuration mainly depends on the way you use your system.

depends on the work load that system is supposed to handle.
ideal for home computing are : RAM 512 Mb Hard Disk 80 Gb or more
ideal for network servers : RAM 1 GB or more, Hard Disk 120Gb or More
all depends on the level of performance and level of throughput required.
you cannot expect a small car to carry the load of a Truck , while giving just 4 passengers to a Truck is a sheer waste of resources.

512 MB RAM us OK for Windows XP, but if you are planning for future windows vista, than go for 1GB RAM. Speed is good as much as your pocket allows.
